- Description
- The New York District of the U.S. Army Corps of Engineers (USACE) proposes to perform maintenance dredging of the Long Island Intracoastal Waterway (LIIW) Federal Navigation Project at Moriches Bay. The proposed maintenance dredging would remove up to approximately 110,000 cubic yards (CY) of sand with placement along the shoreline of Smith Point County Park, with a 10,000 - 20,000 CY upland stockpile. The placement area is approximately 3 - 4 miles from the dredging area. Dredging would be required to a depth of -6 feet Mean Lower Low Water (MLLW) plus 2 feet allowable overdepth. The proposed work is anticipated to be performed by utilizing a hydraulic cutterhead dredge. Additionally, barges, tug boats, pipeline and land based equipment such as dozers, will be needed to perform the work during either the dredging or placement activities. The dredging and placement along the shoreline would be required to meet all federal, state, and approved local criteria required by the government agencies having jurisdiction where the dredging and placement sites are located. Once the contract is awarded, the contractor will be required to commence work within five (5) calendar days after the date of receipt of the notice to proceed, and maintain an integrated production rate of at least 1,500 cubic yards per calendar day for the dredging and placement of the dredged sand. The presence of dredging equipment in the channel will impact vessel traffic, and it is necessary to maintain this production rate while minimizing the duration of this impact. The work is estimated to cost between $1,000,000 and $5,000,000. It is the intention of the government to award in September 2018 and the proposed work is anticipated to take place between October 2018 and March 2019. Liquidated damages of $1,852.00 per calendar day of delay will be assessed to the contractor until all work under the contract is accepted as complete. The Plans and Specifications will be posted electronically via the Federal Business Opportunities website at www.fbo.gov on or about August 8, 2018. Any and all amendments shall be likewise posted. Hard copies will not be available. It is the contractor's responsibility to monitor the FedBizOpps website for the Plans and Specs, and any amendments. Bidders are required to be registered in the System for Award Management (SAM) www.sam.gov. Award will be made to the lowest responsible bidder. The bid opening will be held at 26 Federal Plaza, New York, NY; the exact location will be included in the solicitation. All questions must be submitted in writing via email, to the POC indicated herein. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued. Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedBizOpps (www.fbo.gov) once the solicitation is issued. Interested parties may download and print the solicitation at no charge from the Federal Business Opportunities (FedBizOpps) website, https://www.fbo.gov. All vendors who want access to the solicitation must be registered in the System for Award Management (SAM) located at www.sam.gov, and FedBizOpps. Lack of registration in SAM will make an offeror ineligible to download the solicitation for award. This is an unrestricted procurement.
