Description
THIS IS A Sources Sought Notice ONLY. This is a Sources Sought Synopsis requesting information and does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) in the future. It should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract in connection with this announcement. This Sources Sought is to assist with Market Research to determine if responsible sources exist and to determine if this effort can be competitive and/ or a total small business set aside. Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this sources sought synopsis. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their identifying capabilities in meeting the requirements at a fair market price, i.e., any information which may help support a set-aside. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Government-wide Point of Entry. It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement. The Jacksonville District, Contracting Division is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for Recycle Services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 423930 - Recyclable Material Merchant Wholesalers, Size Standard: 100, SIC Code: 5093 - Scrap and Waste Materials. This sources sought seeks contractor capability and interest in entering into a no-cost contract with the government for the pickup, transportation, and disposal/disposition of recyclable materials, which have been baled or boxed. The particular types of recyclable materials are: glass, scrap metal, plastics, mixed paper and cardboard, etc. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 7 August 2018, NLT 1400 hrs. All responses under this Sources Sought Notice must be uploaded to FedBizOpps. Please provide: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization 2) Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify if your firm is interested in all the possible recyclable materials, or only certain types (only cardboard, glass, etc...) 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Information regarding Percent of Market Price in which your firm would be willing to provide sale proceeds for the multi-recycled bales from the Government; such as pricing information, basis for the pricing information (e.g., market pricing), delivery schedules, customary terms and conditions, etc
