- SCOPE OF WORK (SOW) The SOW is for the awardee to provide Road Condition Surveys by driving USDA Forest Service roads and inventorying culverts, slumps, slides, road failures, percent of vegetative coverage, general road surface conditions, and other notable road conditions. The awardee will transcribe / download collected information for input into INFRA by USFS personnel. For non-drivable roads, crews will be on foot using a measuring wheel or equivalent GPS with MP Conversions. Awardee shall take geo-referenced pictures for roads with significant damage, e.g. separated culverts, landslides, slumps, bridges, etc., and label each photo with the road number and mile post for identification purposes. ESTIMATED DATE THE REQUEST FOR QUOTATION (RFQ) WILL BE ISSUED On or after fifteen (15) calendar days from the date of this presolicitation notice. FEDERAL ACQUISITION REGULATION (FAR) PART 13 - SIMPLIFIED ACQUISITION PROCEDURES FAR Part 36.6 Architect-Engineer Services stipulates that when the SOW does not specify such performance or approval be provided by a registered or licensed architect or engineer, FAR Part 13 - Simplified Acquisition Procedures shall be followed. The USDA Forest Service hereby stipulates, and will also stipulate in the formal RFQ, that a a non-licensed, civil engineering technician or equivalent can perform the SOW. PROJECT LOCATIONS All roads to be surveyed are on the Mt. Baker-Snoqualmie National Forest, Mt. Baker Ranger District, Glacier, Washington, U.S.A. Exact road locations will be provided via a map when the RFQ is issued. CONTRACT TYPE SELECTION This project will be solicited as a firm-fixed-price, commercial item service contract. PRE-BID MEETING A pre-bid meeting will not be held. The USDA Forest Service's expectation is that parties intending to submit a quotation for this project are to visit the project site.
