- This synopsis is issued pursuant to Federal Acquisition Regulation (FAR) Subpart 5.203 which prescribes a mandatory requirement for a 15-day pre‐solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration's (FHWA) intent to issue a solicitation restricted to small businesses in accordance with FAR 19.5. This solicitation will be in support of the FHWA Baltimore Resource Center Office of Technical Services (OTS) for the development of Quality Management Plan (QMP) guidelines for pavement surface condition data collection and analysis. The expected benefits of this project include the following: -Improve current Quality Management Plan (QMP) guidelines by establishing standards that can be used by State and Local Transportation Agencies to develop their QMP. -Improve the accuracy, precision, and reliability of pavement surface condition data. -Improve the cost-effectiveness of pavement surface condition data collection and analysis processes. The solicitation and all related documents will be released electronically via the Government Point of Entry (GPE) otherwise known as Federal Business Opportunities (FBO) or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained. Potential offerors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release. As a result of this solicitation, the FHWA intends to award a hybrid firm-fixed-price/labor-hour contract. The anticipated period of performance shall not exceed 46 months. The NAICS Code for this effort is 541690 Other Scientific and Technical Consulting Services with a size standard of $15 Million. This synopsis is not a request for competitive proposals. A Request for Proposals (RFP) is anticipated to be published in the near future. Once the RFP is posted, all interested, responsible sources may submit a proposal which will be considered by the FHWA.
