- Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build Modernize Existing Chillers construction project at the Iowa City VA Medical Center (VAMC) located at 601 Highway 6 W., Iowa City, IA 52246. PROJECT DESCRIPTION: Project involves the modernization of the existing Central Chilled Water Plant as required by drawings and specifications. This project will replace 1000 ton Chillers 4 and 5 with two high-pressure chillers, along with its associated pumps and piping. The new chillers will be brought on-site and rigged in a disassembled state sufficient to be brought in through the overhead door and through the areas of the demolished pumps and piping. The manufacturer will be responsible for assembly and testing on-site. The base will include installing Magnetic bearing oil-less chillers with variable frequency drives with an alternate deduct for the standard model. This project will also replace the transformer and switchgear that serves the chillers. The existing control system will be updated with the removal of the DX9100 control modules and replaced with the latest versions. The winter install for both chillers must be performed and finished between the dates of October 1st and April 15th, with expected plant to be fully operational by May 1st. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $36.5 million. The solicitation will be issued on or about August 15, 2018. The period of performance is approximately 200 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $2,000,000.00 and $5,000,000.00. All questions must be submitted in writing to the issuing office via email to thomas.council@va.gov.
