- Sources Sought Synopsis (Request for Interested Manufacturers) FROM: 407 SCMS/GULB Common Avionics Supply Chain Management Squadron Air Force Sustainment Center Robins AFB, GA TO: DLA Aviation Procurement Operations at Warner Robins LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers for the production of Fire Control Computer, NSN 1280-01-514-5459AY in support of the AN/ASQ-176 System. SUBJECT: The 407 th Supply Chain Management Squadron located at Robins Air Force Base is requesting information, pursuant to FAR PART 10, in support of Market Research to identify potential sources for the manufacture of the NSN listed below. The Government will use this information to determine the best future acquisition strategy for this procurement, such as the need to do an Industry Day and/or Pre solicitation Conference. The government does not have the associated technical data to provide to potential sources. Consequently, potential sources for this effort typically would be companies who have a license or agreement with the Original Equipment Manufacturer to complete the work described, including military specific modifications. NSN PART NUMBER NOMENCLATURE 1280-01-514-5459AY 240A950-3 Fire Control Computer ITEM DESCRIPTION: Fire Control Computer is a militarized airborne computer used on AN/ASQ-176 System. The Avionics Control Computer (ACU) performs computations, provides storage for data and communicates with external equipment over discrete and 1553 serial interfaces. Impediment to Competition: The original equipment manufacturer for this item is Lockheed Martin Corporation CAGE (03640) which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Lockheed Martin Corporation is the only known source with adequate knowledge of the above NSN performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract for the acquisition of the above NSN in support of multiple platforms. Other interested parties may identify their interest and capability to respond to the requirement no later than 7 August 2018 to dla.dlr.proc@us.af.mil and/or Charles Bentley Charles.Bentley.6.ctr@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
