Description
This Sources Sought Synopsis is requesting responses to the following criteria from small businesses that can provide the required services under the North American Industry Classification System (NAICS) Code 711510. This Sources Sought Synopsis is encouraging responses from any small qualified business and is issued to assist the agency in performing market research to determine whether or not there are two or more qualified and capable businesses to provide sculpture conservation at the Federal level. This project requires experience with sculpture conservation at the federal level. This project requires technical/functional requirements. The offeror must have a professional, whose primary occupation is the practice of conservation with the expertise to preserve cultural heritage in a way that retains the integrity of the object, building or site, including its historical significance, context, and aesthetic or visual aspects. They also must have specialized education, knowledge, training, and experience, formulates and implements all the activities of conservation in accordance with an ethical code such as the American Institute for Conservation of Historic and Artistic Works (AIC) Code of Ethics and Guidelines for Practice. Firms must employ at least one conservator who is a Fellow with the American Institute for Conservation of Historic and Artistic Works (AIC). Individuals proposed to oversee projects under this contract must be either a professional associate or fellow of the AIC. The chief conservator will be responsible for providing the necessary professional services to ensure that the proposed conservation and treatment will have no adverse effects upon the aesthetic, historic and physical integrity of the artwork and architectural finishes. Quality conservator services and dedicate the key personnel shall be committed, without substitution. The conservator shall provide the work requirements directly as the principal and not an agent or broker. The Fine Arts Conservators shall not provide the work indirectly as an agent or broker for artists, galleries, dealers, artist’s estates, artist’s representatives or vendors of proprietary products or technical services, nor individual or entity which stocks a collection of artworks. Principals only; no brokers. At a minimum the conservator’s performance standards shall meet or exceed current versions of the following industry guidelines (Industry and GSA Guidelines) as updated and amended: The American Institute for Conservation of Historic and Artistic Works (AIC) Code of Ethics and Standards of Practice as adopted May 31, 1979, and amended May 24, 1985, revised August 1994; The American Association of Museums (AAM) Code of Ethics for Museums as adopted November 1993 and amended 2000; The International Council of Museums (ICOM) Code of Professional Ethics as adopted November 4, 1986; The Secretary of the Interior’s Standards for the Treatment of Historic Properties; The current GSA Fine Arts Policies and Procedures.
