- This notice is not a Request for Quote (RFQ) or Request for Proposal (RFP). This notice does not constitute a commitment by the Government to issue an RFQ, RFP, contract or task order. The Government will not pay for any effort expended or any material provided in response to this announcement. Requests for a solicitation will not receive a response. This Sources Sought Notice is being issued by the General Services Administration (GSA) for Construction Manager as Constructor (CMc) services for the construction of a New US Courthouse, located at 200 Washington Avenue in Greenville, MS. The new building will be approximately 62,000 gross square feet containing 2 courtrooms (1 district and 1 magistrate), 3 judicial chambers, prisoner detention areas, and 17 secure interior parking spaces. Tenant agencies will consist of the U.S. District Court, U.S. Marshals Service, U.S. Probation Office, and a GSA-PBS Field Office. GSA will design and construct the courthouse in accordance with the PBS Facilities Standards (GSA P100), U.S. Courts Design Guide, U.S Marshals Service Publication 64 and all other applicable Federal standards/requirements. This undertaking would be considered a highly complex project, requiring pricing and constructability advice to the Government during the project's Design Development and Construction Document phases as well as general construction expertise necessary to successfully excavate, construct and landscape a new United States Federal Courthouse in the Mississippi Delta region within budget and on schedule. Specialty work/trades include, but are not limited to, detention-grade construction in prisoner spaces, complex IT-data infrastructure in compliance with Federal cybersecurity regulations, high-efficiency mechanical/HVAC systems controlled by a building automation system, and U.S. Green Building Council (USGBC) certifications to a minimum standard of LEED Gold and SITES silver for the project. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This notice seeks information to assist the Government in locating potential sources with the ability to satisfy its requirement. Small businesses, including businesses in all socio-economic categories that are certified and qualified under the North American Industry Classification System (NAICS) Code 236220 (Size Standard is $36.5 million) are encouraged to respond. All firms and prime contractors doing business with the Federal Government shall be registered in the System for Award Management (SAM) database at www.sam.gov prior to award of a contract. The estimated construction cost range is between $25,000,000 and $30,000,000. The firm, fixed-price contract shall not exceed $30,000,000. As this amount is close to the size standard amount for small businesses, small businesses will have to detail how they will be able to successfully solicit for this contract without violating the size standard outlined by Small Business Administration, should the future procurement be set-aside for small businesses. Any interested firm should provide a Written Letter of Interest and a Response to the following questions (no more than 3 pages) by 3:00 pm CST, August 6, 2018, to Carrie Haman via email carrie.haman@gsa.gov. The subject line should state "Sources Sought for 47PH0818R-GreenvilleSB." Note: All information submitted is subject to verification. Additional information may be requested to substantiate responses. Please note this project will be solicited via CMc delivery method. Small business concerns should be familiar with this type of contracting and have experience in this area. The written Letter of Interest must contain the following elements, at a minimum: • Contractor's name, address, point of contact, phone number and email address, • Tax Identification Number and DUNS number, • NAICS code(s) under which the company operates, • Two (2) similar projects: SIMILAR PROJECT is defined as a project that is similar in size, complexity, type and location. To qualify as a similar project, the projects must meet all four elements of size, complexity, type and location as further defined here: *Size: Equal to or greater than $25,000,000 construction budget and 60,000 gross square feet for New Construction *Complexity: USGBC certification to LEED Gold standard *Type: Government and/or Institutional NEW construction. Explain your experience with construction management (as defined above) during the design phase and construction services using the CMc delivery method with a Guaranteed Maximum Price. CMc services may include, but are not limited to, constructability reviews, cost reconciliation, schedule analysis, construction work sequencing/phasing and early work package suggestions during design with an option for Construction Services. *Location: Within a 500-mile radius of Greenville, MS • Contractor's Bonding Capacity in the form of a letter from Surety per contract and aggregate amounts. Questions: 1. Is your firm a small business? 2. How will your firm be able to obtain a construction contract while still maintaining your small business stature? 3. What is your firm's working knowledge of the subs/suppliers in the Mississippi Delta region? The Government will review each response and will use the information it receives in response to this sources sought notice as a basis for determining whether there exists reasonable expectation of obtaining a sufficient number of offers that are competitive in terms of market prices, quality and delivery. In any joint venture or teaming arrangement, the offeror of record must qualify as a Small Business in accordance with NAICS code 236220 in order to be considered under this Notice.
