Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to award a firm-fixed priced contract to The Binding Site for procurement of the following reagents agreement: Item# Description: 0001 Agreement includes equipment, equipment maintenance services, consumables (all reagents, controls and supplies necessary to operate the system) and training [All costs of equipment, equipment maintenance services and training are included in reagents and consumable supplies]. Equipment: Optilite System with Computer, Part Number: IE700; UPS, Part Number: 520-000-30; Printer, Part Number: 11200 0002 Reagents and Consumables: Reagents and consumable supplies to be ordered on an as-needed basis throughout the agreement. The requesting activity states the reagent agreement is for kappa and lambda free light chains (proteins) testing; required for the detection and diagnosis of diseases for patients. The sole source justification request submitted by the requesting activity states that The Binding Site s analyzer is the only FDA approved platform for free kappa and lambda testing in the US. This notice is not to be considered a request for quotations or proposals. A contract will not be awarded based on an offer received in response to this notice; however, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. The government will not be responsible for any costs associated with the preparation of responses to this notice. If no affirmative written response is received within 5 days from the publication of this notice, a contract/order will be issued to The Binding Site without any further notice. The proposed action is for supplies and services for which the government intends to negotiate with only one source. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 1901, as implemented by FAR 13.5. Notice: the POC for this notice does not have a Federal Business Opportunities registration account. Do NOT respond to this notice in the Interested Vendors List tab. The POC does not have any visibility to the Interested Vendors List tab within the notice. Interested firms must respond directly to the POC email address listed in the notice for consideration.
