Description
Sole Source Document THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The USDA/ARS intends to award a Firm fixed price sole source contract under the authority of 41 U.S.C 253(c)(1) and FAR 6.302-1(a)(2), only one responsible source, to: ALMACO 99 M Avenue Nevada, Iowa 50201 Description of Requirement: The objective of this sole source award is to procure the following items: Plot Thresher Equipment Requirements: 1: Equipment must have an interchangeable overshot style concave/cylinder of the spiked tooth type with a cylinder size 12" dia. x 20" wide. 2: Equipment must be able to thresh large bundles or single plants of small grains. 3: Equipment must have an operator's platform with fixed position steps. 4: Equipment must have a 9 HP gas engine with electric start. 5: Equipment must include rubber cushioned torsion axle and towing frame with the ability to pull the machine at highway speeds and to allow for moving throughout the field plots during harvest. 6: Equipment must include a single cylinder belt driven cast iron air compressor mounted by the gas engine with a 10 gallon 0-150 psi rated air tank and 1/4" x 20' coil air hose with 24" air wand and 3 air ports on the machine to maximize clean-out between samples and to eliminate contamination from the previous sample. 7: Safety features of the equipment should include: Emergency shut-off switches positioned with dual access; Lock Out Tag Out safety shut-off switch; Totally enclosed guarding of all moving parts; Front & Rear lights with reflective tape or increased visibility; Cylinder opening foot pedal 8: Equipment must be easily operated by two people - one to feed the samples into the machine and one to catch and manage the threshed seeds. 9: Price must also include delivery to Raleigh, NC and off-loading at site. The NAICS code for this requirement is 333111; the small business size standard is 1250 employees. This notice of intent is not a request for competitive quotes; however, interested persons may identify their interest and capability to respond to this requirement. All information received by 3:00 PM Central Time on August 1, 2018, will be considered by the Government. Responses shall be submitted to Lynn Hults at lynn.hults@ars.usda.gov. The e-mail subject line shall state: 1232SC18P-924740 Notice of Intent to Sole Source. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. NO TELEPHONE REQUESTS WILL BE HONORED.
