Description
Item Checklist Source Sought Notice This is a Sources Sought Notice (SSN) for a commercial acquisition. The Government does not intend to award a contract on the basis of this SSN or reimburse the costs incurred by potential offerors in providing the information requested herein. Accordingly, the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Law Enforcement (OLE) and the Eastern Region Acquisition Division are conducting market research to determine potential sources capable of providing uniforms and uniform accessories as detailed herein. Currently, a Blanket Purchase Agreement (BPA) or Indefinite Delivery/Indefinite Quantity (IDIQ) type of contract is contemplated. The results from this SSN will help determine if this is a feasible procurement approach. The North American Industrial Classification System (NAICS) code is 315990, Apparel Accessories and Other Apparel Manufacturing. The small business size standard for this NAICS code is 500 employees or less. This is not a request for technical or cost proposals. All types of business concerns, large businesses, small businesses, and nonprofit and educational institutions are encouraged to submit a brief (no more than five pages), typed Capability Statement in response to this SSN. The responses received to this SSN will help to determine the feasibility of the procurement, a potential contract type, and a potential socio-economic set-aside for this requirement. NOAA/NMFS's mission is dedicated to the stewardship of living marine resources through science-based conservation and management, and the promotion of healthy ecosystems. As a steward, NMFS conserves, protects, and manages living marine resources in a way that ensures their continuation as functioning components of marine ecosystems, affords economic opportunities, and enhances the quality of life for the American public. NMFS/OLE enforces laws that protect and conserve our nation's living marine resources and their natural habitat. OLE Special Agents and Enforcement Officers are sworn law enforcement officers with specified authority to make arrests and enforce over 37 statutes, as well as numerous treaties related to the conservation and protection of marine resources. To effectively enforce these statutes, OLE operates five divisional offices and 59 field offices across the U.S. and overseas. OLE is looking to procure the items listed in the attached spreadsheet for law enforcement agents and officers, on an as needed basis. Some items will require custom embroidery and patches for NOAA/OLE logos and names. OLE currently has approximately 130 Special Agents (SAs) and Enforcement Officers (EOs). Each is required to wear a specific uniform while performing certain official duties. Firms who have the capability to provide any or all of the items listed in the attached spreadsheet, must furnish the information requested below. (1)Company name and address (2)DUNS number (3)Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business, as validated via the System for Award Management (SAM) (4)Company point of contact - name, phone and email address (5)Completed spreadsheet (attached) indicating the items that can be provided, available sizes and country of origin. (6)A statement addressing the company's ability to provide custom embroidery and patches for NOAA/OLE logos and names. Standard brochures will not be considered a sufficient response to this notice. Interested sources shall submit an electronic copy of their Capability Statement (limited to five pages) to Morgan Weeks, Contract Specialist, via email at morgan.weeks@noaa.gov, no later than 3:00 PM Eastern on Monday, August 6, 2018. Responses will not be returned. Any questions or responses to this SSN shall be directed to Morgan Weeks via the email address provided. No feedback will be provided regarding individual Capability Statements. Information received will be considered solely to make informed decisions regarding a potential procurement. Responses to the SSN are not offers and cannot be accepted by NOAA to form a binding contract. No reimbursement for costs will be made associated with providing information in response to this SSN or follow-up information requests, if applicable.
