Description
Synopsis for Physical Infrastructure Program Management and Collaboration Solution as a Service The Forest Service is seeking to acquire a cloud-based, commercial-off-the-shelf (COTS) infrastructure capital program and project management information system (the system) to support the agency's recovery efforts following the 2017 hurricane season. The system will be used by Forest Service and other Federal agencies, cooperating state and local agencies, non-governmental organizations, consultants and their subcontracted teams, and constructors and their subcontracted teams. The system will used by the Forest Service to manage the comprehensive program of projects as the authoritative source of information used by all members of each project team. The system will improve project transparency and accountability and reduce the administrative burden on project teams. The system will support the entire project life cycle from planning and approval, design, procurement, construction, and handover to operations. The Forest Service's business analysis and market research has indicated that there are several COTS cloud solutions with the potential to meet the agency's requirements. Because of the urgent timeline needed to implement a solution before major architect-engineer, construction, and design-build contracts are awarded, the Forest Service will only consider systems that are currently running in the Amazon Gov. Cloud (AWS.gov). Solutions that are currently running in Amazon East/West but can run in the AWS.gov that can meet all requirements by August 17, 2018; will also be considered. Offerors seeking to submit a proposal are required to submit a non-binding statement of intent to propose by 2PM Eastern on July 30, 2018. This statement shall not exceed one page in length and shall provide the name of the solution to be proposed and links to information about the system, two points of contact, DUNS number, current registration status in the System for Award Management (SAM.gov), and a ranked list of top three times to host a two-hour technical implementation interactive webinar to be held on August 1-2, 2018 with Forest Service information technology staff. Offerors are responsible for providing the webinar environment. The following times are available for the webinar each day: 0930-1130 Eastern; 1300-1500 Eastern; 1530-1730 Eastern. If necessary, additional times will be made available on August 3, 2018. Offerors will be granted their preferred times by the receipt order of their statements of intent. This procurement is set-aside for small businesses. Teaming Arrangements and Joint Ventures will be considered for award. The North American Industry Classification System (NAICS) codes associated with this requirement are: 518210 Data Processing, Hosting, and Related Services. The magnitude of this solicitation is between $100,000 and $250,000.00. The contract duration is three years from the date of award with unpriced options for an additional two years in three month increments to allow for program completion and closeout activities. Award determination will be best value using tradeoffs. When determining best value, past performance followed by technical capability and experience is more important than price. Past performance, technical capability and experience when combined are more important than price. Key system features include: 1. External and Internal collaboration tool that can be used by both internal Forest Service employees and external customers and vendors. 2. Ability to track documents and correspondence with a history function or log. 3. Master level scheduling that allows a broad overview of project progress. 4. Mobile component for instantaneous communication and ability to make updates and take pictures on job sites using phones or tablets. Mobile apps need to include offline capacity and syncing when the device is near a signal again. 5. Centralized workflow and unlimited file capacity for the documents associated with the workflow. 6. Access to the application is based on role with fine grain permissions as well as separate log-in credentials for each user. 7. Robust and customizable reporting features. 8. Application will provide for management of user level access control to be administered by FS project leadership. 9. All data sets created, stored or manipulated by the solution design will be readily available for long term electronic storage and back up as part of official records requirements for construction projects.
