- Technical Data for Emergency Pouch Drinking Water This item is used by the Armed Services in emergency situations where water and resupply is not available. It is potable, colorless, odorless, and hermetically sealed in either a 4 fluid ounce or 125 ml trilaminate, disposable flexible pouch, with or without a spout. A Long Term Contract will be awarded to the successful offeror having a Base Year and 2 additional 12 month Tiers for a total of 3 years. It will be a Firm Fixed Price contract with no EPA clause and awarded to the Lowest Priced, Technically Acceptable (LPTA) offeror. The Technical factor will be an acceptable Product Demonstration Model (PDM) evaluated by the Natick Soldier Research, Development and Engineering Center (NSRDEC). The solicitation is expected to be issued August 13, 2018 and will be open for at least 30 days. The Minimum/Maximum quantities per year are as follws: No Spout: 200,000/600,000 Centered Spout: 30,000/90,000 Side Spout: 20,000/60,000 These total a yearly Minimum of 250,000 and Maximum of 750,000 pouches. There will NOT be a Surge and Sustainment requirement. Delivery orders will be issued against the contract with required delivery no later than 60 days after the order is issued. Items will be delivered FOB Destination within the Continental US to various locations including East and West Coast disribution centers and a few Air Force Bases.
