Description
This is an amendment to the Request for Quotations for a construction project to design and install an automatic dry-pipe National Fire Protection Association (NFPA) Standard 13D (Standard for the Installation of Sprinkler Systems In Residential Occupancies up to and Including Four Stories in Height) fire protection system. This amendment is necessary to extend the response date, provide the site visit notes, and add new work as an addendum to the current Scope of Work. SITE VISIT ATTENDANCE: An organized pre-quote site visit occurred as-scheduled (and as previously posted in the original synopsis page for this solicitation) on July 10, 2018, at Rosemary Inn in Olympic National Park, WA. In attendance for the National Park Service (NPS), Olympic National Park, were Phaedra Fuller, Contracting Officer, and Lisa Turecek, Chief of Facilities Management. In attendance were the following contractors: Reliance Fire Protection, Preston, WA; YOY, Inc. (DBA: Verdis), Anchorage, AK; and Seabee Construction, Gresham, OR. SITE VISIT NOTES: (a) NPS will have 2-inch water supply stubbed up to the standpipe location, (b) Breezeway attic, where pipe and sprinklers are required, will require access from Laundry Room ceiling. Ceiling access shall be cut in. (c) Reminder that during construction, contractor is responsible for protecting existing wood floors. (d) NPS housing may be available to contractor ¿s crew during construction. Availability will be determined after award. If it is available, the cost to the contractor will be between $392/month up to $448/month, depending on which house at Barnes Point may be available, and how many occupants. The contractor would pay housing cost directly to the NPS, separate from the awarded contract. It is advisable that contractors assume government housing is not guaranteed at time of preparing quote. Should NPS housing become available after award, the contract price will be equitably adjusted via a modification as agreed by the parties. (e) Reminder that the Authority Having Jurisdiction is NPS Pacific West Region Fire Marshall, Curtis Troutt. He has reviewed and approved the Scope of Work, occupancy hazard classification, and required suppression system. (f) The government will be responsible for ensuring all small items, some equipment, will be removed prior to start of work. Other items that are left in place such as in the dining hall, the contractor will need to protect from dust. (g) The dining room furniture will not be removed prior to start of work. Contractor will be responsible for working around furniture and moving furniture in the space as necessary, protecting it from dust during construction. NEW WORK - - ADDENDUM TO SCOPE OF WORK: (1) Work shall include installation of an alarm panel capable of providing line dial up/monitoring of alarms. Suppression system alarms shall include flow and tamper switch, and other code requirements. (A) Vane type water flow indicator shall be provided in system main. (B) Activation of any water flow switch shall cause an audible alarm on premises within 5 minutes of the flow of water across said device and shall continue until the flow of water is terminated. (C) Switches shall be set to signal any flow of water that equals or exceeds the discharge from any one sprinkler within 30-40 seconds. Waterflow switch mechanisms shall incorporate an instantly recycling pneumatic adjustable retard element, adjustable up to two minutes. (D) The panel shall be capable of transmitting a signal to an approved central/remote station within 90 seconds of water flow or supervisory switch activation. (E) Valve Supervisory Switches: Where required provide sprinkler control valves with approved circuit supervisory (tamper) switches. The supervisory signal shall be obtained during the first two revolutions of the hand wheel or operating crank. The switch shall not interfere with the operation of the valve nor obstruct the view of its indicator. Devices shall be compatible with the fire alarm control panel or sprinkler monitoring panel, where existing or proposed, and the requirements of NFPA 72. All switches shall be suitable for installation as end-of-line devices. (2) Work shall also include installation of heat/smoke detectors. Detectors shall be NFPA compliant, hardwired and connected to alarm panel. All work shall comply with NFPA code requirements for the suppression system and hazard occupancy classification. RESPONSE DATE is changed from 4:30pm (PST) on July 23, 2018 to 4:30pm (PST) on August 8, 2018. Submit questions to Phaedra Fuller, Contracting Officer at email address Phaedra_Fuller@nps.gov.
