- The U.S. EPA, National Vehicle and Fuel Emissions Laboratory (NVFEL) located in Ann Arbor, Michigan intends to negotiate on a sole source basis with Midac Corporation, in order to provide maintenance, spare parts and unlimited telephone support to the Midac Corporation's supplied I-Series FTIR owned by EPA under the authority of FAR Part 13.106-1(b)(1)(i). This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. The contractor shall provide high level expertise in maintaining, repairing, supporting, and upgrading the I-Series FTIR for a one year base period and four one year option periods for a total of five years, if all options are exercised. The I-Series FTIR is a highly specialized scientific instrument. The original equipment manufacturer (OEM), Midac Corporation, is the only source that provides personnel trained in the maintenance and repair of the I-Series FTIR. This instrument was built specifically for EPA by Midac Corporation and only authorized OEM trained technical service personnel are qualified to repair this instrument. Also, Midac Corporation only sells replacement parts directly to the end user and not to a third party. Midac Corporation is the only known source able to satisfy the maintenance requirements, spare parts and unlimited telephone support for the Midac Corporation supplied I-Series FTIR owned by EPA. THIS NOTICE IS NOT A REQUEST FOR QUOTATION. However, any firm believing itself capable of providing maintenance services of Midac Corporation ¿s I-Series FTIR may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting Officer within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. Documentation should be submitted in writing to Angela Lower via email at lower.angela@epa.gov. Telephone responses will not be honored.
