- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT: The Air Force Technical Applications Center (AFTAC), Systems Development (SD) Directorate, Patrick Air Force Base, Florida, Contracting Office, AMIC DET 2 OL/PKA (Patrick AFB, FL) intends to solicit and negotiate with one source, University of Central Florida (UCF). The statutory authority for this acquisition is 10 U.S.C 2304(c) (1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In accordance with FAR 6.302-1 (b)(1)(ii), only one source is available for this acquisition for support of non-personal services for Laser Range Support. This effort requires research, development, test, and evaluation on emerging Directed Energy Weapon technologies. To support research and development (R&D) testing, AFTAC requires access to test facilities and a test range. Since some of the R&D information is classified, the laser range and facilities must be capable of supporting classified activities. The salient characteristics for the laser range and facilities requirements are: 1)Local (50 miles) laser outdoor range of no less than a mile over ground and testing facility capable of propagation into the atmosphere for above the horizon testing, 2)Range and test facility must support secret level R&D testing, and; 3)Range and test facility must comply with OSHA laser safety and laser clearinghouse requirements. (Note: OSHA standards can be located at: https://www.osha.gov/SLTC/laserhazards/standards.html and clearinghouse requirements are identified in DoD Instruction 3100.11, Management of Laser Illumination of Objects in Space.) The North American Industry Classification System Code (NAICS) is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a size standard of 1,000. It has been determined that UCF is the only responsible source capable of providing this service. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to this requirement within fifteen (15) days of the issuance of this notice. AMIC DET 2 OL/PKA (Patrick AFB FL) will consider responses received by 12:00 P.M., EDT on 7 Aug 2018. Inquiries will only be accepted via email to Lori Greene at lori.greene.2@us.af.mil. No telephone requests will be honored. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFQ will be issued based upon this Notice of Intent.
