- Request for Proposals (RFP) No. SOL-72052118R00001 The U.S. Government, represented by the United States Agency for International Development, Mission to Haiti (USAID/Haiti), contemplates issuing a Request for Proposal (RFP) to award one Cost Plus Fixed Fee contract with a period of performance of three (3) years with two (2) option years to provide Technical and Support Services for the USAID/Haiti Improving Governance in Haiti Initiative (IGHI). USAID/Haiti aims to identify unique and innovative methods to engage with motivated government, civic and private sector stakeholders in supporting locally-driven, politically feasible progress on core issues impeding better governance in Haiti: Fragile state legitimacy and the absence of a basic social contract between the Government of Haiti (GOH) and Haitian people; Public agencies at the national, departmental and communal levels with inadequate resources, qualified staff and management systems to plan, deliver and monitor public services; The limited understanding by the public - and many public officials - of the roles and responsibilities of GOH institutions at all levels of government; Few opportunities for civic engagement in governance processes. Programmatic objectives and anticipated results are summarized below Objective 1: Select government entities' ability that manage and mobilize resources and deliver services to citizens improved Objective 2: Greater engagement between citizens, civil society, the private sector, and government in defining and addressing development priorities Objective 3: Improved communication, collaboration and coordination across and between levels of government - and with Parliament -on policy, budget and service delivery issues The solicitation and any subsequent awards will be conducted in accordance with FAR Part15, and other relevant sections of the FAR and AIDAR.
