Description
This is a pre-solicitation notice in accordance with FAR 5.204 to publicize the planned sole source procurement for the purchase of "Tank Time" i.e., vessel testing and measuring of wave heights on a floating breakwater (concrete floating structure) for a period of three (3) days. The testing will be on U.S. Naval vehicle cargo ship Model A-AKR-310 s and Model Hull 5415. Model 5415 is contracted by the Oceaneering Int'l for the U.S. Navy. The vessels will be moored together and their motion measured under the same sea conditions. The testing will be conducted at the Maritime Research Institute in the Netherlands (MARIN). The Naval Surface Warfare Center Carderock Division (NSWCCD) in Bethesda, MD intends to solicit and award a sole-source, firm fixed-price purchase order in accordance with Simplified Acquisition Procedures for commercial items in accordance with FAR 6.302-1(a)(2)(ii), Only One Responsible Source. The proposed purchase order is being solicited on a sole-source basis to MARIN of the Netherlands. The applicable NAICS code is 541690 and the business size standard is $15 million. The set-aside for small business concerns has been dissolved. The basis for restricting competition is for the following reasons: both vessel models will be moored together during the same timeframe. This work cannot be performed at any other facility because the test matrix for the floating breakwater relies on the tests conducted under the same sea conditions. Interested firms may identify their interest to respond to this requirement within 15 days from the date of this posting. This notice of intent is NOT a request for competitive proposals. However, all responses received within 15 days of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
