Description
Bill of Materials This is a Notice of Intent, not a request for quotations. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Pacific Biosciences of California, Inc. to procure several reagents for its PacBio Sequel sequencing platform. These PacBio reagents are needed to help the Virus Persistence and Dynamics Section (VPDS) lab prep the single cell libraries and sequence them on the PacBio Sequel - without the reagents, the sequencer cannot be used. The PacBio sequencing platform is flexible and supports a variety of workflow steps and research goals. PacBio reagent kits are needed to sequence large amplicons on the PacBio Sequel. Use of the PacBio Sequel is critical to NIAID's work and the platform requires the specific reagents requested sold exclusively by PacBio. Analysis will be used in support of studies done on the cellular reservoirs of the HIV virus and its genetic or functional diversity. Some of these studies includes the developmental of high-throughput methods for characterizing large numbers of single cells and viruses, the unique genetic programs expressed by infected cells, and the use of 'virus genetic analysis to detect critical events that may not be directly observable in vivo. Place of delivery is Bethesda, MD 20892. A bill of materials is attached to this Notice of Intent. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTATIONS. All responsible sources that could provide comparable supplies may submit a capability statement that will be considered by email (subject line to reference NIAID-NOI18-1920472) to Jason Aroz at Jason.Aroz@nih.gov, by 4:00 pm eastern standard time Tuesday, August 7, 2018. All responses received by the closing date of this Notice will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
