In accordance with the solicitation and FAR 13.106-2, Evaluation of Quotations or Offers, award will be made to a responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The Government may award to other than the lowest price Offeror.
