Description
SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR Part 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ) is issued under RFQ No. 693JJ6118Q000011 and includes incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-99-1. The North American Industry Classification System (NAICS) Code for this procurement is 611430. The Federal Railroad Administration (FRA) solicits your quotation for 150 Annual Training Memberships for FRA staff. Please provide a Firm Fixed Price quote in accordance with the attached Statement of Work (SOW). All offerors shall submit a technical proposal and a price proposal. The price proposal should be in a separate document. The technical proposal shall include the following: 1.) The technical response shall not exceed 3 pages, shall demonstrate a range of webinars/seminars, provide locations for in-person seminars and demonstrate that the offeror is technically capable of completing the work in all SOW areas. The following provisions and clauses apply to the solicitation The FAR Clause at 52.212-1, Instructions to Offerors-Commercial Items. Each offeror is required to submit their Request for proposal as specified in FAR Provision 52.212-1, Evaluation-Commercial Items; 52.212-2 Instructions to Offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications -- Commercial Item; 52.212-4 Contract Terms and Conditions - Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items and 52.203-98 Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements. Interested vendors are reminded that award can only be made to a contractor who is registered in accordance with FAR 52.204-7. FRA will evaluate quotations and make a best value determination. The submission of your quotation is requested via email to brittany.alvarenga@dot.gov by no later than 10:00 a.m., EST, Thursday, July 26, 2018 with 693JJ6118Q000011 Quotation in the subject line.
