- DRAFT Combined Syn/Sol Q & A Spreadsheet Evaluation Factors Instructions to Offerors Pricing Schedule PWS This is a DRAFT combined Synopsis/Solicitation (SS) for the Local Telecommunications Services (previously known as a Communications Services Authorization (CSA)) for McConnell AFB in Kansas. This Combined SS for commercial items is prepared in Accordance With (IAW) Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and solicitation for Commercial Items." as supplemented with additional information included in this notice. This DRAFT SS is issued as a Request for Quote (RFQ) IAW FAR Parts 12 "Acquisition of Commercial Items" and 13 "Simplified Acquisition Procedures' (SAP). Note: If vendors within the telecommunications industry chose not to participated in this acquisition, these responses are respectfully requested to be sent via email with a reason for why their organization is choosing not to submit a quote NLS SS Closing Date/Time.
