- Description
- This is a pre-solicitation notice in accordance with FAR 5.204 to publicize the planned sole source procurement for the purchase of "ShipWeight" software network license, software support and maintenance, and on-site training in the use of the ShipWeight software. ShipWeight software is an engineering software used to measure a vehicle's weight attributes. This type of software is referred to as General HydroStatics (GHS) software. The purchase of the software will support the development of weight control and stability design of U.S. Naval vessels. The Naval Surface Warfare Center Carderock Division (NSWCCD) in Bethesda, MD intends to solicit and award a sole-source, firm fixed-price purchase order in accordance with Simplified Acquisition Procedures for commercial items in accordance with FAR 6.302-1(a)(2)(ii), Only One Responsible Source. The proposed purchase order is being solicited on a sole-source basis to ShipWeight USA LLC of Annapolis, MD. The applicable NAICS code is 511210 and the business size standard is $38.5 million. The set-aside for small business concerns has been dissolved. The basis for restricting competition is for the following reasons: the purchase of ShipWeight software licenses, maintenance, and training is available directly from the manufacturer, ShipWeight LLC. An equivalent GHS-type software was not feasible as the NSWCCD personnel needs to read and execute ShipWeight databases directly. The specific data bases provided by ShipWeight cannot be accessed with other software. Interested firms may identify their interest to respond to this requirement within 15 days from the date of this posting. This notice of intent is NOT a request for competitive proposals. However, all responses received within 15 days of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
