Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-18-081 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-98. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1,000. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) at the National Institutes of Health (NIH) intends to contract on a sole source basis with Molecular Devices, 3860 North 1st Street, San Jose, Ca 95135 to procure a SpectraMax MiniMax Imaging Cytometer to include: MINIMAX COMPUTER AND MONITOR 27 INCH Monitor; 2560 X 1140 with 3 USB PORTs and multiple video INPUTS Training at Customer Site Installation at Customer Site of Bioresearch Products Shipping & Handling This imaging cytometer enables cell visualization and cell-based analysis on the existing SpectraMax i3 microplate reader. The imager is needed for brightfield cell segmentation and green and red fluorescent channel detection providing cell analysis capability. The imager also allows for analysis without cell staining. This is needed for basic cell culture which we use in our day to day work in NIDDK. Therefore, acquisition of this equipment with specific specifications impacts different projects not only in the Biotechnology Core Laboratory but also for other scientists at the NIH to whom we provide cell culture services. Task Area 1 - Equipment: The contractor shall provide SpectraMax MiniMax Imaging Cytometer and MiniMax Computer and monitor with shipping and handling to the site. Task Area 2 - The vendor shall be responsible for the complete delivery and set up. This includes; installation & setup, to ensure proper factory settings and operation of the equipment. Also included is the requirement that the contractor remove all packaging materials and debris associated with the delivery & installation... Task Area 3 - Training: After the instrument is setup the initial training is expected to be provided for up to 6 people. This notice of intent is not a request for competitive quotations however, all responses received, within ten days from the date of publication of this synopsis may be considered by the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The factors used to evaluate offers are (1) technical capability to provide all services/consumables, etc. outline above (2) price; and (3) past performance. Technical and past performance, when combined, are significantly more important than cost or price. - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Interested vendors capable of furnishing the government with the service and products specified in this synopsis should submit a copy of their quotation to the below address or via email to verne.griffin@nih.gov. Offers must also be accompanied by descriptive literature, warranties and other information that demonstrates that the offer meets all the foregoing requirement. Quotations will be due 10 calendar days from the publication date of this synopsis or by July 30,2018 by 11:00 am EST. via email or postal mail or other mailing services. The quotation must reference "Solicitation number" NICHD-18-081.
