- Contractor Base Access Form - PAX Solicitation Statement of Work This is a combined synopsis/solicitation for commercial services / supplies prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only synopsis / solicitation; proposals are being requested and a written solicitation is attached. PROVISIONS/CLAUSES: see attached solicitation for all provisions and clauses that will/may apply to this solicitation and/or contract. The Naval Air Warfare Center, Aircraft Division, Lakehurst has a requirement for the modification of the Naval Aerodynamic Test Facility (NATF) wind tunnel in room 1B45 of Building 2187, Patuxent River, MD. This solicitation is being issued as a Request for Proposal (RFP) on a full and open competitive basis. The Government intends to issue a firm fixed price option-type contract for the procurement of the services / supplies identified in the attached Solicitation, Statement of Work and this announcement. Offeror(s) are to submit their proposal on the full quantity identified. The Government reserves the right to make multiple awards from this solicitation as stated in FAR clause 52.212-1(h)"Multiple awards". The Government reserves the right to cancel this solicitation, either before or after the response date. The Contracting Officer reserves the right to make no award under this procedure. Partial quotes will not be considered. Offerors should read this requirement, and all attachment(s), carefully and submit the requested information as stated. Failure to submit a proposal for each line item will result in the entire proposal being deemed non-responsive. Only one proposal per Offeror will be considered. Proposal must state the time period that proposed prices are valid (i.e. 30 days, or a date certain). Incomplete and/or late proposal(s) will not be considered for evaluation and/or award. A Site Visit is scheduled for TUESDAY, 31 JULY 2018 at the NATF Wind Tunnel, Building 2187, Rm 1B45, Patuxent River, MD 20670-1906. The time for this site visit is 8:00 a.m. to 3:00 p.m. It is anticipated that sign-in will begin at 8:00 a.m. and that the site visit briefing will commence no later than 9:00 a.m. The Patuxent River NAS requires visitor badging: base access paperwork must be filled out in advance to gain access to the NATF and is limited to US citizens. Companies who want to participate in the NATF Wind Tunnel Modification Site Visit need to send their request, to include the name of the organization, a point of contact, and a list of prospective attendees, along with a completed Contractor Base Access Request Form (see attached) for each individual to: Philip Knowles Aerospace Engineer AIR - 4.3.2.1 Telephone: 301-342-9434 Email: philip.knowles@navy.mil Organizations wishing to participate in the NATF Wind Tunnel Modification Site Visit are limited to three (3) representatives during the site visit and should respond with their intent to participate and their completed Contractor Base Access Form by no later than 12:01 pm, THURSDAY, 26 JULY 2018 to the POC stated above. No refreshments (coffee, tea, water, soft drinks, snacks, etc...) will be provided. NOTE: Site visit attendance is NOT required to be considered for award however; attendance is strongly encouraged so interested vendors can view and comprehend the complexity of this requirement. The Government will not pay for any effort expended during, and/or in relation to the site visit. NOTE: The final proposed price(s), both total and individual, MUST include all applicable taxes, fees, gratuities, commissions, service charges, etc...NO EXCEPTIONS. The Federal Government is tax exempt. Offeror(s) are put on notice that the Government will not be held liable for any requirement that is to be paid for by participants or any amounts associated with those items, including any guaranteed minimum purchases that the Offeror(s) may require. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before specified expiration time of a proposal, the Government may accept the proposal (or part of the proposal), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. System for Award Management (SAM) Requirement - This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be listed as "ACTIVE" in SAM at time of award. BASIS OF AWARD: Award will be to the lowest price technically acceptable proposal from a responsible Offeror. Inspection and Acceptance of all services and supplies for this requirement will be performed at Destination by the cognizant Government representative.
