Description
The Department of Veterans Affairs, Network Contracting Office 10, 24 Frank Lloyd Wright Drive, Lobby M, Suite 2200, Ann Arbor, MI 48105, intends to solicit offers for the providing of partial vehicle wraps that are digitally printed on 3M High Performance 9-year vinyl with Matching 3M High Performance Gloss clear coat. Must include minimal design time, printing, and installation by 3M preferred installers. Work shall be performed at the Ann Arbor VA Healthcare System, 2215 Fuller Road, Ann Arbor, MI 48105. Contractors that can provide this requirement and meets the requirements below are requested to send their 1. Company Name, 2. DUNS number, 3. Business size under NAICS 541430, and 4. If the item(s) are available on a FSS contract or not and the FSS contract number if it is available on contract, 5. Notification if they are a VETBIZ registered VOSB/SDVOSB or not. 52.219-14 Limitations on Subcontracting. Services, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. This is not a solicitation. This is a Request for Information, Sources Sought. This Sources Sought will close on July 25, 2018 at 4:00PM Eastern. Please e-mail all responses to Kelly.Poole@va.gov. STATEMENT OF WORK (SOW) SCOPE OF WORK: Provide partial vehicle wraps that are digitally printed on 3M High Performance 9-year vinyl with Matching 3M High Performance Gloss clear coat. Must include minimal design time, printing, and installation by 3M preferred installers. Contractor will wrap sides of vehicles as in the design provided to contractor from VA. Contractor will take original designs provided by VA (make minor modifications if necessary) to construct the prints for each vehicle. Waiving American Flag length of vehicle. Base color of vehicle remains factory paint color. Contractor must include removal of any existing graphics and cleaning of vehicle prior to install. Currently none of these vehicles have wraps but small graphics applied that will need removed prior to installation. The rear of each vehicle will have a web site, phone number, and VA logo listed on each Vehicles to be wrapped; (2) Wheelchair Van Ford Transit t-350 (8) E-55- Champion 16/2 Wheelchair (1) Green Express 2500 11 passenger CONFORMANCE STANDARDS: All services provided under this contract must be performed in accordance with all local, federal, and Ann Arbor Veterans Affairs policies and requirements. REPORTING REQUIREMENTS: The contractor shall be required to report to the Grounds and Transportation Office located at the Ann Arbor Veterans Affairs Medical Center to log in during normal working hours (0600-1700). This check in is mandatory. The contractor shall document services rendered on a legible field service report that is to be provided to and signed by the Grounds and Transportation Supervisor. SAFETY REQUIREMENTS: In the performance of this contract, the contractor shall take such safety precautions as the contracting officer may determine to be reasonably necessary to protect the lives and health of occupants of the building. The contracting officer shall notify the contractor of any safety issues and the action necessary to correct these issues. Such notice, when served on the contractor or his representative at the work site shall be deemed sufficient for the corrective actions to be taken. If the contractor fails or refuses to comply promptly, the contracting officer may issue an order stopping all or part of the work, and hold the contractor in default. WARRANTY: The vendor will provide Ann Arbor Veterans Affairs a one year product and installation warranty to include all components of said work.
