- The Centers for Disease Control and Protection (CDCP ) / National Institute Occupational Safety and Health (NIOSH) / The Division of Applied Research and Technologies (DART)/Organizational Science and Human Factors Branch (OSHFB), intends to award a sole source firm fixed price purchase order to the University of Alabama (U of A), Tuscaloosa, AL 35487, for the design and development of master datafile that will facilitate comparisons between the General Social Survey (GSS) Quality of Worklife (QWL) (using datasets from years 2002 through 2018) to increase dissemination of innovative publications where GSS/QWL data are prominently featured to address important knowledge gaps: 1) identifying items in U.S, European, and other worker and/or employer publically available surveys that are similar to or relevant to those on the GSS/QWL and developing recommendations for how these de-identified data may be coded so that comparative analyses of these items can be conducted, 2) adding these items/codings into a GSS/QWL dataset, 3) generating recommendations for how economic indicators can be also incorporated into the dataset and subsequently incorporating them into the datafile created under point 2, and 4) developing the full master datafile (i.e. containing GSS/QWL data, other publically available, de-identified international data and economic indicators), a companion codebook, and data analysis recommendations, and 5) developing content recommendations for potential manuscripts. This is a multi-base project involving the management, compilation, preparation and analysis of highly complex research data. The international data to be prepared and analyzed in this project is accessible to the U of A, having gain access and extensive work experience with this data. They are familiar with the methodological and interworkings of the GSS/OWL and have analyzed these data in the past. U of A possesses a high level of experience with conducting organizational and heath survey research and preparing complex datafiles requiring descriptive, multivariate and other high-level analyses. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) SAP and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
