Description
Title: Metalworks ¿ Folsom Dam and Dikes Safety of Dam Improvements Solicitation Number 140R2018B0012 The Bureau of Reclamation intends to issue an Invitation for Bid (IFB) for a firm fixed price construction contract for metalworks ladders and stair systems. This procurement is set-aside for Small Business Concerns only. The Bureau of Reclamation will use FAR Part 14 for this procurement. The work is located at Folsom Dam, approximately 3 miles north of Folsom, California, 95630 in Sacramento County. The applicable North American Industry Classification System (NAICS) Code is 237990 and the related small business size standard is $36.5 million. The principal components of work are as follows: A.Metalworks ladders and stair systems: 1.Design, fabricate, furnish and install removable access cross-over platform and stair/ladder O&M system to air-release valves V-90, V-97, and V-98 on Natoma Pipeline, for safe access. 2.Design, fabricate, furnish and install stairs at thrust block NA69, just southwest of the Natoma Pipeline Bridge (approximately 2-4 feet vertical drop from thrustblock concrete walking surface elevation to original ground) for safe access to cross over. B.Design, fabricate and install standard pole-mounted lights at V-96 for night access and maintenance to illuminate road, thrust block(s), valves, valve access, electrical panels and access bridges to Natoma Pipeline Bridge. C.Metalworks Pedestrian Bridges: 1.Design, fabricate, furnish and install pedestrian bridges to access Natoma Pipe Bridge upstream and downstream of the existing Natoma Pipeline Bridge. 2.Design and install new pedestrian bridge abutment extensions and integral slab at both ends of the existing Natoma Pipeline Bridge. D.Metalworks guardrailing systems: 1.Design, fabricate, furnish and install metalwork above existing bridge guardrail for fall protection on Natoma Pipe Bridge at air-release valve V-98 on bridge. a. Fall protection stall be designed and installed under the case where a worker in on the new cross-over ladder at the air valve. The ladder platform height is approximately 8 feet above the bridge deck. 2.Install safety rails to thrust block NA 55 and NA 56 for fall protection at road undercrossing locations. a. Safety railing all meet OSHA guidelines for operations and maintenance installations. 3.Design, fabricate, furnish and install guardrailing adjacent to Natoma pipeline, south of Adit No. 4, to retaining wall anchored in concrete post. E. Install wood and gravel-formed steps from Natoma pipeline, south of Adit No. 4, to retaining wall, at uniform step heights. The estimated cost of this project is between $1,000,000.00 and $5,000,000.00. This procurement will require a Bid Bond and 100% Performance and Payment Bonds. Solicitation 140R2018B0012 will be posted at www.fbo.gov on or about July 31, 2018. The estimated date for submitting bids is on or about August 30, 2018. The solicitation and specifications must be downloaded at the above site. No paper copy of this solicitation or construction drawings will be distributed. System of Awards Management (SAM) and Annual Representations and Certifications, as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the SAM database will make an offeror ineligible for award. Information on SAM registration can be obtained via the Internet at http://www.sam.gov.
