- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD201800055 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-98. The North American Industry Classification (NAICS) Code is 811219 and the business size standard is $20,500,000.00. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to contract on a sole source basis with GE Healthcare Bio-Sciences Corp 100 Results Way Marlborough Ma, 01752 USA for FULLCARE service agreement for AKTA Pure 25 M purifier. Every research project requires the repeated purification of the proteins of interest. The lab owns 1 GE Healthcare AKTA Pure 25 M purifier purchased in July 2017. This essential instrument is used every day of the week for protein purifications. A service agreement including 1 annual Preventive Maintenance visit plus all parts, travel, and labor for repairs is necessary to keep it running in optimal condition, with minimal down time. GE Healthcare is the only vendor that has access to all OEM parts and the proprietary diagnostic software necessary to provide complete service of the AKTA Pure 25 M purifier. A key step in the research is the purification of the proteins of interest using the AKTA Pure 25 M purifier. This instrument receives heavy usage and requires regular Preventive Maintenance to keep it running in top condition. Additionally, any breakdown of the equipment leads to the inability to purify proteins and therefore a halt to our research. The proposed FULLCARE service agreement provides for 1 annual PM and priority repair which will keep the purifier in optimal condition and minimize down time. Period of Performance: Base period of 1 year after award with four (4) one-year option periods. Base year: 08/16/2018 to 08/15/2019 Option Year 1: 08/16/2019 to 08/15/2020 Option Year 2: 08/16/2020 to 08/15/2021 Option Year 3: 08/16/2021 to 08/15/2022 Option Year 4: 08/16/2022 to 08/15/2023 TASKS AREAS Independently, and not as an agent of the Government, the contractor shall perform all of the detailed Task Areas listed below: Task Area 1 - The contractor shall perform one annual on-site Preventative Maintenance visit to include a full system diagnostic using GE Exclusive software and critical parts exchange. Task Area 2 - The contractor shall provide unlimited repairs with all labor, travel, and parts to be included. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: certification to provide OEM service and parts, unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin). The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors - Commercial Items; FAR Clause 52.212-2, Evaluation - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions applies to this acquisition.
