THIS IS A Sources Sought Notice ONLY. The Department of Veterans Affairs (VA) intends to award a firm fixed price sole-source contract to EMS Software, LLC, for Event Management System (EMS) software renewal on a sole source basis. However, VA is conducting market research to determine if there are other brands of software available to meet VA s requirements. This notice is issued solely for information and planning purposes it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the VA to contract for any supply or service. Further, the VA is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this source sought notice. The VA will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code is: 511210 Software Publishers with a size standard of $38.5M. VA currently uses EMS software to schedule events within the VA Central Office (VACO) campus. The EMS software allows for 11,000 users. A brief Synopsis of the requested is provided below: 1. The proposed software should be able to efficiently create and approve reservations and services, generate and distribute reports. 2. Rapidly add new meetings to the Outlook calendar. 3. Create customized scheduling process, and the ability to link all documentation to reservations to include the ability to add comments for easy reference. 4. Update existing events and can clone recurring events or meetings. 5. Communicate via digital signage. 6. Ability to generate reports such as sales, billing, resources, attendees and production. 7. Ability to secure personal or event information from displaying privacy information. 8. Ability to add and manage resources and services within the reservation: Billing Group Orders Delivery accurate services and resource orders E-Mail reservation confirmation capabilities Sharing internal event information Automatically send services order changes to clients/hosts 9. The proposed software should be able to streamline the workflows, and allow VA to: Coordinate and automate communications Alert Notification capabilities Daily Reports to align pre-meeting tasks Generate invoices, track deposits, and adjustments Cable of searching for new, and past vents (Invoices, and Event information) Capable of integrating with the VA accounting system. Response: If interested in providing an alternate product, please submit your response by July 25, 2018 (2P.M.). Your response should include detailed information about your product and how it meets VA s requirements as stated above. The proposed software solution shall meet VA software compliance policy (Technical Team will evaluate compliance). The Contractor shall provide the name of the proposed software and how the software would be accessible to the VA (i.e. will the software be downloaded into the VA network, or reside in another domain). Please state if the proposed software is already being utilized within the VA, to include the Contract Number(s). Please be sure to include your business size/socio-economic status and any existing contract vehicles where the product is available (e.g.NASA SEWP, GSA FSS, etc)
