- SPECIAL NOTICE The mission of the Federal Bureau of Investigation (FBI) Critical Incident Response Group (CIRG) includes providing counter terrorism, critical incident, and weapons of mass destruction (WMD) aviation support to all FBI organizations, irrespective of their geographic location. To support this essential mission, the FBI operates a fleet of over one-hundred (100) aircraft, including both fixed-wing and rotary-wing aircraft. The aircraft, as well as the personnel required to operate and maintain these aircraft are based in various locations around the continental United States. The FBI intends to procure support services for the CIRG-mission involving the twenty-four (24) hour, three-hundred and sixty-five (365) day-per-year operation of two (2) UH60M helicopters. These services will entail the Contractor ensuring the Government-provided and maintained helicopters arrive at specific locations throughout the Washington, DC-Metro area at the location(s) and time(s) dictated by the Government's Operations Plans. Related activities will include, but are not limited to pre-flight, flight, and post-flight operations needed to ensure mission success. Mission profiles will involve both day and night flights, employing Night Vision Goggles, as required. Also included will be: Formation Flight/Inserts/Extractions; WMD Flight, employing a protective mask and flying into potentially contaminated areas; and, MEDEVAC flights. The Government intends to solicit an outcome-oriented approach for fulfilling the UH60M helicopter operational services need. In response to the Objectives delineated at the associated Statement of Objectives (SOO), the Government expects to receive a unique and innovative strategy. The strategy will be based upon and clearly reflect the offeror's acquired relevant knowledge, experience, and expertise, as well as the offeror's ability to perform. The Solicitation No. will be DJF-18-2200-PR-0000374. The Government does not intend to solicit proposals before Aug 30, 2018. The Government will not answer questions regarding the projected procurement prior to release of the solicitation of proposals. The anticipated contract pricing strategy is Firm Fixed-Price, with a Cost Reimbursement Pool, for the reimbursement of ancillary Other Direct Costs. The planned period-of-performance will consist of one (1) Base Year, and four (4) twelve -month (12) Option Periods. Given the classified nature of some of the mission requirements, offerors will require at least one (1) employee or team member to possess an active Top Secret security clearance, with that individual authorized to review Sensitive Compartmented Information (SCI). This individual will be granted access to certain sensitive information at the proposal preparation phase of any resulting procurement action. Each offeror shall subscribe to the Government-directed security protocol(s) in the submission of the classified portion of its proposal.
