SOLICITATION ATTACHMENTS 1 N0016418RJN71 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - TECHNICAL AND REAPIR SERVICES- FSC- J010 - NAICS 811490 Issue Date: 19 JULY 2018 - Closing Date: 09 AUG 2018 This notice is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. The government requirement is for Small Arms overhaul and maintenance/repair, testing, prototype fabrication, and logistic services. The weapons and system components under this responsibility include handguns, shotguns, rifles, anti-armor shoulder fired weapons, sniper rifles, submachine guns, light/medium/heavy machine guns, and crew-served weapons including 40mm grenade launcher/machine guns. It is anticipated that this will be a 5 year Level of Effort (LoE) contract with a 1 year base and 4 Option years with services to be performed on NSWC Crane, Crane, IN. It is estimated that the LoE for the entirety of the contract will be 144,376. Please see the attached table to view the estimated LoE by Labor Category. This contract will include tasking up to and including the Secret security level and an Explosive safety certification (This Indefinite Delivery Indefinite Quantity (IDIQ) Contract will require an Explosive Handler's Qualification/Certification Program Manual/Plan to be considered to bid for the contract package. The manual/plan must be written in accordance with NAVSEA INSTUCTION 8020.9B and will be evaluated in conformance to this instruction) is required. The stakeholders and customers are broad and encompass all of the DoD services (Navy, Army, Air Force, Marine Corps, and USSOCOM), including the various conventional and special warfare component commands of these services. Additional customers range even further than the DoD and include the USCG, Foreign Military Sales, Department of Justice, Department of Homeland Security and other federal agencies. This requirement is currently being met under N00164-04-D-4119 FC42 TI 1314 which expires 9/11/18. Naval Surface Warfare Center, Crane Division is issuing this RFI/Sources Sought as part of its market research for Technical and repair services in support of the Maintenance and Repair Branch (JXNM) within Small Arms (JXN). JXN is the Navy's engineering agent and full life cycle support facility for Small Arms weapon systems. JXN is exploring the possibility of small business participation for technical and repair services in the following task areas:  Reporting and Documentation  Machinist  Gunsmith  Data Management  Logistics Management  Machine Maintenance & Repair These task areas are further defined within the attached draft Statement of Work (SOW). Requested information can be answered in a white paper IAW attached draft SOW. Vendors should use the white paper to describe system capabilities, expound upon any topics with additional detail, describe features offered by their system, and provide any supporting documentation as necessary. Additionally, small business vendors shall indicate that as a prime, they are capable of doing at least 50 percent of the cost of contract performance as stated in FAR 52.219-14. Response Format: Interested firms who believe they are capable of providing the requirements as described above are invited to express their interest by responding to the Required Information in this RFI through a white paper, created in Microsoft Word for Office 2007 compatible format. RFI responses are limited to a 15 page white paper including cover and administrative pages and shall be delivered using 10 point font or larger. Please be advised that any vendor proprietary information must be marked as such on a page by page basis. The Government will not assume that any of the information provided by a respondent is proprietary unless it is conspicuously marked on a page-by-page basis. Industry partners are to respond to this RFI no later than 09 AUG 2018, 4:30 PM EST via e-mail to joshua.cadle1@navy.mil AND danielle.peter@navy.mil. This RFI is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR). This announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. Responses to this notice cannot be accepted as offers and the Government will not accept any unsolicited proposals. The U. S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement or any future invitation. Any costs incurred by interested companies in response to this announcement or future event will NOT be reimbursed. Nothing in this announcement constitutes an obligation on the part of the U.S. Government, nor is the Government tasking any offeror to develop any technologies described herein. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments.
