- Subject Matter Expert PRESOLICITATION NOTICE: INTENT TO AWARD A SOLE-SOURCE CONTRACT INTENDED SOURCE: PPV Strategies, LLC ANTICIPATED PERIOD of PERFORMANCE: 09/01/2018-08/31/2019 DESCRIPTION OF REQUIREMENT: Pursuant to the authority of 41 USC 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) Subpart 13.501(a)(1)(ii), the U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grant Services (OAGS) intends to award a sole source contract to PPV Strategies, LLC to include 4 option years. PPV Strategies, LLC has the expertise in the Clinical Data Interchange Standards Consortium (CDISC) Standard for Exchange of Nonclinical Data (SEND). The SEND SME services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements because this requirement represents a unique skillset unavailable from other vendors and also not available within the government. OCS will utilize this expertise to draft and implement SEND conformance rules. This is a very specific expertise that can only be obtained through PPV Strategies. The Government intends to solicit and negotiate directly with PPV Strategies, LLC. and no solicitation will be issued. The applicable North American Industry Classification System (NAICS) code for this acquisition 541690, Other Scientific and Technical Consulting Services. This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities shall be submitted in writing and shall contain material in sufficient detail to allow the government to determine if the party can perform the requirement. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties shall express their interest and capabilities in writing via email to Telisha.Wilson@fda.hhs.gov within fifteen (7) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements are received within fifteen (15) days, an award will subsequently be made to Illumina, Inc.
