- This publication serves as notice of intent to procure Pulse Forming Network (PFN) Assembly 1D20989 Revision C for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Radar Operations Center (ROC) on a sole source basis with SORA Power Inc., a small business, in accordance with the authority of 41 U.S.C. 3304(a)(1), One Responsible Source and no Other supplies or services will satisfy agency requirements. Using FAR Part 15 procedures, the Government intends to negotiate a contract for 80 PFNs. The purpose of this purchase is to support the Service Life Extension Program (SLEP) upgrade to the WSR-88D Radar Antennas. The contractor will be required to provide 80 PFNs, 18 weeks after receipt of the order. For the past 30 plus years, no other company has responded to a notice posted on FBO that has the unique skills and tooling production with respect to the required Pulse Forming Network. The proposed contract action is for Pulse Forming Network for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties may identify their interest and capability by responding to this notice. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contract Specialist. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The NAICS code for this requirement is 335311- Power, Distribution, and Specialty Transformer Manufacturing; the small-business size standard is 750 employees. All vendors doing business with the Government are required to be registered at sam.gov.
