Description

The Department of Veterans Affairs is seeking prime contractor construction services to furnish all labor, materials, tools, equipment, and supervision for project no. 613-121 Construct Dom Clinic and CLC Admin Addition at the VA Medical Center, Martinsburg, WV 25405 in accordance with the drawings and specifications. This procurement is a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. Work includes, but is not limited to, general construction, abatement, minor alterations at wall shared with existing building, walks, grading, drainage, plumbing, mechanical and electrical work, utility systems and structural work including removal of existing smoking structure necessary for addition. This includes Office/Exam space as well as the connecting corridor, support spaces and entry. Estimated construction cost range is between $5,000,000.00 and $10,000,000.00. The firm must be a General Construction firm approved under NAICS: 236220, size standard: $36.5 million. Prospective contractors must be registered and current in the following websites: http://www.vip.vetbiz.gov and www.sam.gov/portal/public/SAM/ to be eligible for award. Only SDVOSB Firms currently verified in the Veterans Information Pages (VIP) at www.vetbiz.gov are eligible to submit bids/offers. SDVOSB firms that submit bids/offers for SDVOSB set-asides that are not listed on VIP will be deemed nonresponsive. There will be one pre-bid site visit which will be held on or about August 16, 2018 @ 1:00 pm local time at the VA Medical Center, 510 Butler Avenue, Martinsburg, WV 25405, Building 308B Conference Room. All interested parties are encouraged to attend the site visit. Interested parties must obtain a visitor pass from Building 500 main lobby reception area. All questions generated from the site visit shall be submitted in writing to the contracting officer (email address: laura.tawzer@va.gov). The deadline for questions pertaining to the solicitation will be on or about August 30, 2018 @ 1:00 pm local time. No telephone inquiries will be answered. Prospective contractors are responsible for downloading plans, specifications, and any issued amendments from www.fbo.gov. Solicitation documents will be available on or about August 2, 2018. A public bid opening will be made at the VA Medical Center, Facilities Management Service/V5 Contract Satellite Office, 510 Butler Avenue, Building 308B (Conference Room), Martinsburg, WV. Bid opening date is September 20, 2018 @ 1:00 pm local time. This procurement is subject to availability of funds.
