Solicitation: N/A Notice of Intent: W81XWH-18-MT-02A Justification and Approval: JA18175, JA18176, JA18177, JA18178, JA18179, JA18180, JA18181, JA18182 Agency/Office: U.S. Army Medical Research Acquisition Activity (USAMRAA) Location: U.S. Army Medical Materiel Agency (USAMMA) Title: The Professional and Administrative Support Services Indefinite Delivery / Indefinite Quantity (PASS IDIQ), Extension of Service Support - 52.217-8 Description(s): The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Materiel Agency (USAMMA), intends to extend the final option period of all PASS IDIQ contracts (W81XWH-13-D-0014, W81XWH-13-D-0015, W81XWH-13-D-0016, W81XWH-13-D-0017, W81XWH-13-D-0024, W81XWH-13-D-0025, W81XWH-13-D-0026, W81XWH-13-D-0027), via a contract modification. This action is being executed in accordance with FAR 52.217-8-Option to Extend Services to allow additional time to award all contracts required for continued service support following the expiration of the current multiple-award IDIQ contracts. This action is being executed in accordance with statute 10 U.S.C. 2304(c)(1) as implemented under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. The Period of Performance for this proposed modification is for six (6) months commencing on 17 September 2018 through 17 March 2018. This proposed contract modification will provide continued service support under the USAMMA PASS multiple-award indefinite-delivery indefinite-quantity (IDIQ) contract. This contract provides continuous professional administrative and management support services for USAMMA's core competencies in its daily business operations with the exclusion of the medical equipment management program. The general scope of the USAMMA requirements are organized into eight (8) separate support areas as listed below: Area 1 - Program Management Support Services. Area 2 - Studies and Analysis. Area 3 - Performance Based Budgeting and Financial Management. Area 4 - Business Process Improvement. Area 5 - Functional Validation and Verification. Area 6 - Records Management Area 7 - Information Management Area 8 - Medical Supply Chain and Logistics Management Support The PASS IDIQ contracts are awarded to eight separate vendors and do not hold any monetary value associated with them. Only task orders issued off of the base contracts have funding associated. Services are currently being provided by under task orders W81XWH-13-D-0017-0005, W81XWH-13-D-0017-0006, W81XWH-13-D-0026-0003, W81XWH-13-D-0026-0005, W81XWH-13-D-0024-0002 and W81XWH-13-D-0024-0003, W81XWH-13-D-0027-0004, and W81XWH-18-F-0017. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and a written solicitation will NOT be issued. This announcement constitutes the only notice by the government and is in following up to Request for Information (RFI) W81XWH-18-MT-18-02. The Government is in review of the RFI responses. Should the Government determine that there is a more efficient means of ensuring continued service support other than a modification to extend the current PASS contract, the Government reserves the right to pursue another approach. Any interested concern that believes it can meet the requirement in a manner that is more efficient then a contract modification to extend the period of performance on the current PASS base IDIQ contracts must respond in writing in the form of a capability statement. Responses must include supporting evidence that is clear and concise which articulates the ability to comply with the requirement outlined above in a more efficient manner then an extension of the PASS base contract. A request for documentation will not be considered an affirmative response. A determination by the Government to exercise this option will be made based on the responses received. Determination is solely within the discretion of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the proposed contract modification will be awarded after consideration of the RFI responses. Interested concerns must identify their capability in writing to the above e-mail address or by mail to the address listed below no later than 4:00 pm ET, Wednesday, August 02, 2018. NO QUESTIONS OR PHONE CALLS REGARDING THIS NOTICE WILL BE ENTERTAINED AT THIS TIME. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). All responses concerning this notice shall be emailed to Matthew Teel, at matthew.d.teel.civ@mail.mil.
