Description
Brand Name Justification and Approval Secure VTC Statement of Work Combined Synopsis Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W912K318R6005 is hereby issued as a Request for Quote (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99, 15 June 2018 & 16 July 2018 and the Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20180629. It is the contractor's responsibility to become familiar with applicable clauses and provisions. This acquisition is 100% set aside for small business concerns and is under North American Industry Classification Standards (NAICS) code 334310, size standard 750 employees. Description of Requirement: CLIN 0001: Design, deliver, and install a Secure Video Teleconference (SVTC) system in accordance with attached Statement of Work (SOW). QTY 1 JOB Total $__________________ **This requirement contains a brand name element. See Brand Name Justification and Approval attached to this solicitation. A firm fixed price contract will be awarded based on the following evaluation criteria: price, technical acceptability and delivery time. This is a best value decision. See FAR Provision 52.212-2 (below) for complete evaluation criteria. Delivery/Installation requirement: 60 days ARO, FOB Destination to Joint Base Lewis-McChord, WA. Exact address will be provided upon award. Site Visit: A site visit will be held on Tuesday, 7 August at 11:00 AM, at building 855 on McChord Field, Joint Base Lewis McChord. Due to the secure environment where work will be performed only U.S. Citizens are allowed access to the worksite. An RSVP is required to attend the site visit. All attendees are required to provide company name, attendee's full name and social security number to usaf.wa.194-wg.list.fal-msc-contracting@mail.mil by 2:00 PM PST 1 August 2018, in order to attend the site visit. Attendance of the site visit is highly encouraged in order for the contractor to have a full understanding of the requirement and submit a responsible quote. Drawings and floor plans will not be provided. Quote Information: Quotes must be submitted and received no later than 2:00 PM PST 16 August 2018. Technical acceptability and delivery, when combined, are approximately equal to price. This is a best value decision. "Best value" means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. In the best value decision, the Government may consider any readily available value indicators (examples include special features of the supply or service required for effective program performance, trade-in considerations, probable life of the item, warranty considerations, maintenance availability, environmental and energy efficiency considerations, and delivery terms). This may result in award being made to a higher-rated, higher-priced quote.
