- SOURCES SOUGHT NOTICE FEDBIZOPPS Revised: July 18, 2018 The United States Postal Service (USPS) Supply Management (SM) organization is seeking suppliers and performing ongoing market research in order to identify sources for future solicitation of its FY19-FY22 professional development training needs. Supply Management Infrastructure (SMI) located in Washington, D.C. functions as the Program Office for SM Professional Development and the Employee, Financial and Tactical Services Category Management Center (CMC) located in Aurora, Colorado functions as the contracting office. SM is seeking information from established and qualified training firms with an excellent record of past performance to provide both instructor lead and web based SM instructional curriculum. The USPS is an independent establishment of the Executive Branch of the Federal Government and operates in a commercial like manner. As such, the Postal Service is not covered by many laws that apply to other government agencies and does purchase supplies or services using the Federal Acquisition Regulations (FAR). Postal Service acquisitions are made using internal guidelines called the Supplying Principles and Practices (SPs and Ps). SM professional development requirements entail and utilize a mix of commercial-off-the-shelf curriculum as well as custom developed training content based on the SPs and Ps. The SPs and Ps may be viewed at http://about.usps.com/manuals/spp/html/welcome.htm. Postal Service Contracting Officers (COs) are required to meet defined baseline training and annual education requirements in order to obtain and retain their CO warrant. Supplier experience and capability to develop web based curriculum should be noted in any response. SMI sponsored instructor lead training is currently conducted in Potomac, Maryland, Topeka, Kansas, and Denver, Colorado locations. Typical class size is 30 students. It is requested that responding suppliers include available information of their ability to provide instructor lead training in at least four or more of the following curriculum areas. The Postal Service reserves the right not to solicit a firm responding to this notice or include a responding firm within any developed source list for future requirements.
