Description

NOTICE OF INTENT TO SOLE SOURCE CONTRACT AND NOT A REQUEST FOR COMPETITIVE QUOTES. The Department of Veteran Affairs, Network Contracting Office 16, Central Arkansas Veterans HCS, on behalf of the Houston Veterans Health Care System, intends to enter into a sole source Firm-Fixed Price purchase order with Electromed, Inc. for the purchase of the Smartvest Airway Clearance System in accordance with 10 U.S.C. 2304(c)(1)(B) as implemented by FAR 6.302-1 Only One Responsible Source IAW 41 U.S.C. 3304(a)(5) FAR 6.302-5 This is not a request for competitive offers and no solicitation is available. Market research has determined that the required consumables are only available from a single source without an unacceptable delay or duplication of cost and no other supplies will satisfy the agency s requirement. The Government intends to award a purchase order with an effective date of 26 July 2018 to Electromed, Inc, located at 500 Sixth Ave. NW New Prague, NM 5607; Cage Code 49EZ7. The requested Smartvest Airway System is utilized in Ridding a hospital patient s lungs of retained mucus and is critical to rapid and long-term recovery. This system aids in High frequency chest wall oscillation (HFCWO), also known as high frequency chest compression (HFCC), as therapy for treating compromised airway clearance in acute care settings. This system speeds patient recovery by providing therapeutically effective, cost-effective therapy and transition to in-home treatment. These consumables are specific to the Smartvest Airway System and Electromed, Inc. is the sole manufacturer of the needed items. This notice of intent does not constitute a solicitation or request for competitive proposals, and there is no solicitation available. The NAICS code for this requirement is 334510; the business size standard is 1000 employees. If a firm believes it is can meet the Government's requirement, it may identify its interest and capability to the Contracting Officer within five (5) calendar days of this publication by contacting Thomas M. Kovarovic at thomas.kovarovic@va.gov. Those interested firms must indicate whether they are large, small, small-disadvantaged, HubZone, SDVOSB, VOSB, 8(a) or woman owned businesses and whether they are U.S. or foreign owned. Oral submissions of information are not acceptable and will not be accepted in response to this notice. Telephone inquiries will not be accepted. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This notice shall not be construed as an obligation on the part of the Government to acquire any products or services. Responses shall be submitted to Thomas M. Kovarovic at thomas.kovarovic@va.gov. The email subject line shall state, The Houston Veterans Health Care System - Sole Source Award 36C25618F5460. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
