Description
A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.501(a)(1). Greatbatch, Ltd. dba Electrochem Solutions is the only known business that can provide customized lithium battery packs to power High-Frequency Acoustic Recording Package (HARP) datalogger systems for long-term underwater acoustic recordings which are specifically compatible with the HARPs in use by NOAA which were developed by Scripps Institution of Oceanography (SIO). Battery packs are required to be specially designed to fit within the HARP pressure case. The battery packs must provide for continuous 100mA or lower current draw at not less than 3V for at least 27Ah at 0o C for individual cells. Battery packs are required to maintain continuous acoustic recordings at remote monitoring sites. Each recording site is acoustically sampling at 200kHz or 320kHz, either continuously or duty-cycled for up to one year. Lithium batteries must be supported by the technical staff SIO, where the HARPs are produced and must be designed in accordance with the electrical and physical specifications required for the instrumentation. The battery packs must have undergone extensive testing in controlled laboratory and field environments and be proven to be highly reliable and compatible with the existing HARPs. This procurement is being conducted under Simplified Acquisition Procedures, only one source is reasonably available. The North American Industry Classification System (NAICS) code for these item is 335911. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than Thursday, July 26, 2018 2:00 p.m. Pacific Time. The government contemplates a firm-fixed priced indefinite-delivery/indefinite-quantity contract. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the government not to compete this action is based on this notice and solely within the discretion of the government.
