- The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items with Maureen T. Jerrett located at 1709 Maple St. Santa Monica, CA. 90405-2725. This requirement will be used to establish a Communication Plan for the Geriatric Scholars Program for the VA Greater Los Angeles Healthcare System. The VA Geriatric Scholars Program requires an expert in communication and marketing with experience in project management and health science to develop a communication plan for the Geriatric Scholars Program. The plan will provide a roadmap to guide staff through development and implementation of its strategy to bridge the gap between geriatric research and practice translating evidence-based best practices developed by GRECC and furthering its mission to improve the wellbeing of one of the largest patient populations enrolled in the Veteran s Affairs Greater Los Angeles Healthcare System. There will be a total of 5 phases for this requirement which include: Phase 1: Project Management, Phase 2: Communications to Audience A Phase 3: Communications to Audience B Phase 4: Communications to Audience C Phase 5: Communications to Audience D The proposed period of performance will be from 8/01/2018 through 7/31/2019 (Base year). Total estimated value of this request is $11,590.00. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 8/01/2018. The place of performance is as follows: VA Greater Los Angeles HCS located at 11301 Wilshire Blvd. Los Angeles, CA. 90073 The North American Industry Classification System (NAICS) for this requirement is, 711510 Independent Artists, Writers, and Performers. The Small Business Administration size standard for this sector is $7.5 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
