Description
RFQ This is a Combined Synopsis/Solicitation announcement for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Solicitation number 1232SD18Q0015 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99 corrections. North American Classification Coded (NAICS) 334516, Analytical Laboratory Instrument Manufacturing, is applicable. The Vendor shall provide one (1) Carbon/Nitrogen Determinator with High Efficiency Furnace. Quick and easy analysis of carbon and nitrogen in agricultural samples. - Soil - Plant tissue Instrument Requirements: • Boom Mounted Touch Screen o On-board, touch-screen software platform o Six-axis adjustment promoting ergonomic workspace • 100 position Loader • PC with Windows operating system o Windows 10 • Analysis Software o Software with touch-screen interface providing complete access o Multilingual interface o User permissions o Extended data archiving and filtering o Compatibility with various Laboratory Information Management Systems o Flexible reporting capabilities o Grouping of sample data into sets o Automatically calculate relevant statistics o Compliance to FDA regulations 21 CFR Part 11 • Installation and operational training • Startup operating supplies Instrument specifications: Macro sample mass ability (up to 3 grams for nitrogen/protein model regardless of the sample carbon content) • Rapid cycle time of 5.3 minutes for the Nitrogen/Protein model • Extended reagent lifetimes including a reduction reagent tube lifetime of over 4,000 samples • 100-sample position autoloader for sequential and non-sequential analysis • Horizontal ceramic furnace with an exclusive oxygen environment ensures the complete oxidation of macro samples with maximum temperatures up to 1450 ℃ • Large, open, and reusable ceramic sample boats facilitating the handling and combustion of macro samples (mass up to 3 grams) • Sample ash is retained in boat for post-analysis removal, eliminating furnace tube maintenance • Thermal conductivity cell supporting the flexibility of using either helium or argon as a carrier gas without a hardware change • Reagent free, high-efficiency furnace for furnace reliability • Thermoelectric cooler eliminating the use of chemical desiccant reagents for the removal of combustion gas moisture • Combustion gas aliquot system provides an extended and consistent reagent lifetime regardless of sample mass, matrix, or carbon content, including a 4000-sample reduction tube reagent lifetime • Open access to all reagent tubes and common maintenance areas with quick-release features The source selection procedures to be used will be lowest price technically acceptable (LPTA) Delivery location is: U. S. Department of Agriculture,Agricultural Research Service NPA, CGPRS, CENTRAL GREAT PLAINS RES STATION, 40335 CO. RD. GG, AKRON, CO. 80720. The Government anticipates award of a firm fixed price contract, this solicitation is currently unfunded, the government intends to award this solicitation with potential year end funds. As authorized by FAR 5.102, solicitation dissemination is limited to electronic medium, and the USDA/ARS will provide no hard copies. The successful company must mandatorily be registered in the SAM (System for Award Management) at web site: www.sam.gov.
