Description
NAVSUP Fleet Logistic Center San Diego “ Seal Beach Detachment intends to issue a sole source purchase order in accordance with FAR Part 12 and Part 13 to Futron Incorporated, 14073 Crown Ct, Woodbridge, VA 22193. The proposed contract action is for purchase of equipment and installation of Video Teleconference (VTC) replacements at Camp Shields Okinawa and Camp Covington, Guam. These VTCs were originally purchase and installed by Futron Inc. and must be interoperable with all other Naval Expeditionary Combat Command Pacific (NECCPAC) Expeditionary Service Support Center (ESSC) Futron VTC systems worldwide. The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). Camp Shields and Camp Covington each have two VTC systems which are at their end-of-life point. NECCPAC ESSC originally purchases these VTCs roughly 9 years ago and has Futron installed VTCs at all other ESSC installations worldwide. In order to continue secure global communications, Camp Covington and Shields require the direct replacement of current equipment to continue mission readiness. Futron Inc. holds the proprietary operational codes in order to allow the VTC systems to communicate across the ESSC network. Futron must also purchase all commercial equipment in order to commercially modify equipment for government use, allow for manufacturer reach-back during the coding and configuration phase and guarantee products are not tampered/third party for performance warranty purposes. Without these replacement VTCs Camp Shields and Covington will not be able to operate in tandem with its counterparts and degrade ESSC ™s overall mission readiness. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties shall submit information that indicates their ability to satisfy this requirement via e-mail to melissa.ferri@navy.mil. Requests must include company name, address, POC name, telephone number, CAGE Code, DUNS number, NAICS code, applicable business size, and Tax ID number. Responses are due by Friday August 3rd, 2018, 12:00 PM, Pacific Standard Time. If no responses are received, FLCSD-Seal Beach will proceed with the sole source award
