- Purchase Request Advanced OTC Public Access Bleeding Control Stations Public Access Bleeding Control Stations are being staged around the VAMHCS in prominent places to save lives. These kits are designed to be used in the midst of an Active Shooter/Threat event and contain the supplies needed to stop blood loss. They are used like AEDs and are for public use during an emergency. The specialized purchase is necessary for quick response to reduce loss of life due to uncontrolled bleeding after an active threat situation while waiting on First Responders. The need for this was identified from the lessons learned from the Active Shooter exercise in 2016. The addition of these specialized kits at specific locations will assist the Response Team if an active shooter situation occurred by having these kits on hand for patients, staff, and visitors. Public Access Bleeding Control Stations are to be staged around the VAMHCS in prominent places to save lives. These kits are designed to be used in the midst of an Active Shooter/Threat event. They contain the supplies needed to stop blood loss. We are requesting that the stations contain 8 individual kits with fast tourniquets, Quick Clot, other tools to stop bleeding, and the case contains a Quick Litter to move victims out of harm s way. Used just like AEDs, they are for public use during an emergency. These kits are being purchased to standardize emergency preparedness equipment in the new Eastern Baltimore County Community Based Outpatient Clinic (CBOC). These kits are already installed around the VAMHCS campuses and the same need to be installed at the new CBOC. This solicitation is being issued as a tiered evaluation for SDVOSB concerns, or in the alternative, as a tiered evaluation for VOSB concerns. If award cannot be made, the solicitation will be cancelled and the requirement resolicited.
