- Please see attached Performance Work Statement Please see attached Sources Sought SOURCES SOUGHT - FA5270-18-Q-A098 18th CONTRACTING SQUADRON Issue Date: July 17th 2018 Response Due Date: July 31th 2018 at 1200 hours Japanese Standard Time (JST) NAICS Code: 517312 Wireless Telecommunications Carriers (except Satellite) Subject: Sources Sought - Fire Station Alerting System (must be Motorola) GENERAL INFORMATION Description: The 18th Contracting Squadron (18 CONS) at Kadena Air Base, Okinawa, Japan, seeks feedback from companies/entities capable of providing and installing a Motorola fire station alerting system for multiple buildings that is compatible with the existing system. Background: The Fire Station Alerting System must meet the Uniform Building Code, NFPA 70 and 1221 standards. This system must also support the Fire Stations and Dispatch centers at building 738, 739, 3489, 3579, 3640 and 52200. The new system must include multi-function desk sets, noise controllers, indoor and outdoor speakers, auditory and visual alerting. The new system will be integrated into the existing communications dispatch center to allow any or all fire stations to be alerted as required for emergency response. This system will be upgraded to a new IP based design for each Fire Station. Where necessary, the contractor will provide new wiring for the Fire Station Alerting System. The system will utilize the existing IP backbone currently in place at the Fire Stations and the contractor will integrate Station Alerting functionality to the existing Motorola dispatch consoles. The contractor shall provide all personnel, materials, supervision, tools, supplies, equipment, labor, training and other items and non-personal services necessary to design, install, integrate and optimize the comprehensive Fire Station Alerting System to include all areas of building 738, 739, 3489, 3579, 3640 and 52200, including outdoor spaces. The contractor will ensure all manufacturers' recommendations will be strictly adhered to during the installation of the system General Information: THIS ANNOUNCEMENT IS NOT A SOLICITATION AND IS BEING USED FOR THE PURPOSE OF MARKET ANALYSIS ONLY. This notice is being published in accordance with Federal Acquisition Regulations (FAR) Part 5.101 requiring dissemination of information for proposed contract actions and FAR 10.001(a)(2)(ii) which requires conducting market research before soliciting offers for acquisitions with an estimated value in excess of the simplified acquisition threshold. The Government is seeking industry's input to determine the availability of qualified sources with the resources to provide and install a fire alerting system in accordance with the attached performance work statement, No contract awards will be made from this notice and no solicitation is available on FBO or any other bulletin board, posting room, or clearinghouse at this time. In order to develop a sound acquisition strategy, early industry participation is highly encouraged; however, participation in this effort is strictly voluntary. All costs associated with responding to this Sources Sought will be solely at the interested party's expense. The Government will not reimburse costs and will not be liable for any costs associated with responses to this Sources Sought. Respondents will not be notified of the responses to this notice. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. All Sources Sought responses will be used in whole or in part for determining the most effective acquisition strategy for the purchase and installation of a fire alerting system in accordance with the performance work statement. Requested information will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Response Guidelines: All responses to this Sources Sought must be provided as an attachment in an e-mail message addressed to the Points of Contact (POCs), below with the subject line "Response to Sources Sought" no later than July 30th 2018. Only electronic responses will be accepted. Responses submitted by any other means will not be considered. Requested Information: The following is requested from interested companies; 1. Please indicate if your company is willing/able to provide and install a fire alert system in accordance with the DRAFT Performance Work Statement (PWS). 2. Are there any barriers to you competing for U.S. Government contracts in Okinawa, Japan? 3. Please provide brochures/descriptive literature including a capability statement commonly provided to the general public; if available, please provide your CAGE/DUNS information. 4. Based upon the attached DRAFT PWS, are there any aspects that are unclear and/or unachievable in accordance with industry standards?
