Draft Performance Work Statement BACKGROUND The Office of Workers' Compensation Programs (OWCP) is conducting market research on industry capabilities to provide nationwide medical second opinion and examination services within the 12 District Offices jurisdictional areas of coverage. DISCLAIMER This Request for Information (RFI) is issued solely for information and does not constitute a solicitation. In accordance with the FAR 15.201(e), RFI's may be used when the Government wants to obtain price, delivery, other market information, and capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with this RFI response. For the purposes of this RFI, the term "vendor" refers to those members of the industry providing a response to this RFI. Payment will not be provided for information obtained in this RFI, nor will it be returned. Respondents will not be notified of the RFI assessment. INTRODUCTION AND PURPOSE OF THE RFI The U.S. Department of Labor (DOL), Office of Workers Compensation Programs (OWCP) administers four workers' compensation programs that mitigate the impact of work-related injuries for specified workers, through the provision and management of medical treatment and other benefits. The purpose of this RFI is to gather information that will assist the OWCP in assessing each vendor's ability to provide nationwide medical second opinion and examination services within the terms and conditions specified within the Performance Work Statement. The OWCP is also open to alternative ideas and respondents are encouraged to provide information about alternative solutions that may assist the OWCP in better meeting the programs needs and requirements. Each alternative response must include a statement as to the perceived benefit to OWCP's existing needs and requirements. This notification is a request for information from industry vendors regarding their interest, capabilities, and recommendations in developing a proposal for nationwide medical second opinion and examination services for the OWCP's, Division of Federal Employees' Compensation (DFEC). This RFI will help the OWCP assess whether the marketplace has vendors capable of providing the required services and whether each vendor is capable of providing trained, professionally-certified and qualified staff to effectively manage these services per the scope of work indicated in the draft Performance Work Statement. The important elements of these services shall be the ability to provide sufficient numbers of qualified physicians within the region to be served, the timeliness of scheduling of appointments within the region to be served, the timely delivery of a quality, usable and well-rationalized medical reports that answers each question posed and the verification and replication of impairment ratings by a reliable, certifiable and standardized process. This RFI does not obligate the OWCP to contract out these services and is intended solely for the purpose of gathering information. SCOPE OF WORK See attached draft Performance Work Statement. DESCRIPTION OF INFORMATION REQUESTED The OWCP is requesting information from vendors regarding industry practice and vendor capabilities to provide nationwide medical second opinion and examination services. 1. Provide company information including: a. Company name and address b. Size of company (number of personnel, total revenue, ownership, parent corporation etc) c. Point(s) of contact including name, phone number, address, and email; length of time in business d. Geographic presence e. Core set of services and NAICS code 2. Describe your current capabilities to provide nationwide services for each of the 12 District Offices jurisdictional areas of coverage as identified within Section C.1.4 of the draft PWS. 3. Identify conditions or issues requested in the RFI that cannot be met, may interfere with the intention of this project or may be conceived as a potential barrier(s) to the intent of this project. 4. Provide information on industry-standard performance measures and service-level agreements for the same or similar services within metropolitan statistical areas. 5. Provide information on industry-standard performance measures and service level agreements for the same or similar services within rural areas (non-metropolitan statistical areas); 6. Provide any other pertinent information that will assist us in this assessment. HOW TO RESPOND Responses to this RFI must not be no more than twenty-five (25) letter sized (8.5 x 11) pages in length using the standard margins and font. Responses that send sales material will not be assessed. All responses must clearly and directly address vendor capabilities for and experience in providing nationwide medical second opinion and examination services similar to the scope and functionality anticipated for the OWCP. All alternative solutions must be presented in a separate document clearly marked "ALTERNATIVE SOLUTIONS" and must also comply with the page restrictions and format identified above. Again, responses consisting of marketing material will not be reviewed. All responses are to be submitted electronically to the DOL contract specialist provided below in Microsoft Word format by 5:00 PM Eastern Standard Time (EST) on August 9, 2018.
