- Pursuant to FAR 13.106-1(b), the Department of Commerce, International Trade Administration (ITA), Office of Trade and Economic Analysis (OTEA) intends to issue a sole source purchase order to the Center for Global Trade Analysis at Purdue University (Purdue) for the development of a hybrid General Equilibrium-Partial Equilibrium (GE-PE) model of the world economy. This hybrid model enables ITA to analyze the global impact of economic policies at a more disaggregated industry and commodity level with a selective disaggregation of key sectors at the HS6 level, derived from the TASTE database and integrated into an adapted version of the standard The Global Trade Analysis Project (GTAP) model Version 7 that features partial PE analysis for those key sectors. Using this hybrid model also preserves the interindustry and inter-economy relationships found in standard GE models. GTAP database is a comprehensive global trade database, fully describing bilateral trade patterns, production, consumption and intermediate use of commodities and services. As such, it has been uniquely suited for the body of international trade policy work conducted by OTEA. The Center for Global Trade Analysis is the only vendor of the GTAP database which contains information on the production and consumption of 57 commodities and the bilateral trade of those commodities between 141 countries and regions. This is the most complete global database compatible with the current models and software used by OTEA. The intent of this notice is not to request competitive quotations and no solicitation is available or will be issued. Any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. Interested parties may submit a description of their firms' capabilities for satisfying the requirement, which demonstrates they possess the ability to successfully perform this effort.
