Description
The U.S. Army Corps of Engineers (USACE) Omaha District, Contracting Division is conducting market research under this sources sought notice. If alternative sources are not identified, the Government intends to issue a modification to increase the overall contract capacity of the Rapid Disaster Infrastructure (RDI) Multiple Award Task Order Contract (MATOC) by $93,000,000 and extend the contract period of performance by six months, reference Contract Nos. W9128F-14-D-0023, W9128F-14-D-0024, and W9128F-14-D-0034. This increase in contract capacity is to provide highly specialized construction services needed to provide continued temporary power plant support services in Puerto Rico and to provide time-sensitive disaster or emergency assistance construction activities during the upcoming hurricane season, if necessary. Responding contractors would be required to immediately mobilize to the site and provide all personnel, power generation equipment, and other necessary resources to continue and maintain operations without delay or interruption to services. Any delays would adversely impact the health and safety of Puerto Rico's citizens. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and no solicitation will be issued; however, any System for Award Management (SAM) registered firm that believes it can meet the requirement may give written notification to the Contracting Officer in the form of a capability statement electronically submitted to both the Contracting Officer and Contracting Specialist identified in this announcement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by 10:00 AM CST on Friday, 20 July 2018. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The USACE, Omaha District, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirement listed. This acquisition falls under Classification Code Y, Construction of Structures and Facilities; and the North American Industrial Classification System code 236220, Commercial and Institutional Building Construction with a size standard of $36.5M.
