- The purpose of this synopsis is to announce that NAVAIR intends to negotiate a sole source contract with Votaw Precision Technologies (VPT), Inc. 13153 Lakeland Rd Santa Fe Springs CA 90670-4520 for the purpose of the disassembly, relocation, alignment, and long term storage of the FA-18 Alignment Repair Fixture, P/N 1374108, and the Intake legacy FA-18 Fixture, P/N RE174322020 to different locations within Building 378, North Island Naval Air Station San Diego CA. The Government intends to negotiate solely with VPT per FAR 6.302-1, Only One Responsible Source, as no other source of supplies will satisfy agency requirements. VPT is a source unique capable of fulfilling the Government's needs for the following reasons: VPT is the Original Equipment Manufacturer (OEM) of the FA-18 fixtures, no other entity (government or industry), has the experience, tools, and software required in removing, fabricating, calibrating and installing FA-18 repair fixtures. The complexity of the fixture requires specific trades and knowledge of military aircraft, regulations, and standards used in the manufacturing, design, movement, and maintenance of these fixtures which only the OEM possess. The fixtures require measurements with exact laser alignments before removal in order to allow for re-assemble after long term storage making this procedure highly complex. This complexity requires a highly functional and precise laser tracker used to ensure the fixture alignments have little to no deviations in accuracy. This requirement includes the replacement and/or repairs for the left and right components, internal structure, and skins. This precision is required because these fixtures support the aircrafts while enabling analysis and repairs to be made. The FA-18 Alignment Repair Fixture and the Intake legacy FA-18 Fixture are used to identify the physical location of existing components and determine the accuracy of newly installed components on the FA-18 aircrafts by utilizing laser tracking software and accurately measure the aircraft alignment, record alignment accuracies, and generate alignment reports to ensure that proper repairs are performed. Furthermore, this requirement shall start within 20 days of contract award. Responses to this notice shall be received no later than 23 July 2018. Solicitation N6893618R0056 has been replaced by solicitation N6893618Q0243. Any questions regarding solicitation N6893618R0056 shall be in accordance with solicitation N6893618Q0243 instructions. Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
