- THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. The Michael E. DeBakey VA Medical Center (MEDVAMC) in Houston, Texas, has a construction requirement titled Modify GI 3A-401 for project number 580-18-123. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a 100% Service-Disabled Veteran-Owned Small Business Set-Aside (SDVOSB). At least 15 percent of the cost of the contract performance incurred for personnel shall be spent on the concern's employees or the employees of other eligible SDVOSB concerns. Additionally, this acquisition will be awarded in accordance with FAR 14.408-1(a) to the responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors. Please do not send questions to this notice as it is only a Pre-Solicitation Notice. Questions will be accepted only after the solicitation has been published. A Firm-Fixed Price construction contract award is anticipated. Contractor shall provide all labor, supervision, transportation, materials, apparatus, tools, and equipment necessary to upgrade the medical gas, install new electrical lighting, demo and reinstall plumbing fixtures, install lead lined gypsum board and door, remove and reinstall casework, install new flooring, and relocate HVAC thermostats as per described in the statement of work. All work shall be done in Building 100 at the Michael E DeBakey Medical Center (MEDVAMC) located at 2002 Holcombe Boulevard, Houston, Texas 77030. The period of performance will be 120 calendar days from the Notice to Proceed. Solicitation documents, including specifications and drawings, will be available electronically on or about July 26, 2018, on this website. Hard copies will not be mailed. The solicitation will be issued as an Invitation For Bid (IFB). INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. ADDITIONALLY, BIDDERS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS TO THE SOLICITATION NOTICE. A 90-day bid acceptance period will be required. A Payment bond will be required from the contractor after award. A pre-bid conference will be held at a date, time, and location to be provided in the solicitation announcement. The magnitude of construction is between $25,000 and $100,000. North American Industrial Classification Standard (NAICS) code assigned to this construction project is 238220 with a small business size standard of $36.5 million in average annual receipts for the past three (3) years. Bidders shall be registered at the Vendor Information Pages at www.vip.vetbiz.gov, in System for Award Management (SAM) database at www.sam.gov, and have completed online Representations and Certifications at http://orca.bpn.gov prior to the solicitation due date. Bidders shall be registered with the NAICS code assigned to this acquisition.
